Yes, I have heard of it. Unfortunately, I do not have the time to write about it–the election-related work is just too much at the moment.
However, what CJ Puno wants to do is commendable in its pioneering effort to render justiciable the issues of economic, social, and cultural rights–the often-forgotten side of human rights.

I’m Shielo Mendoza, an intern at Yahoo! Ph. I was asked to write about election watchdogs such as PPCRV and NAMFREL. In your opinion, what is the importance of these organizations? Do you think they are needed? And, how can you evaluate their performance as far as the election season goes?

NAMFREL and PPCRV carry out the twin roles of being an election watchdog and a citizen arm of the Comelec. Theirs is a balancing act because of the often contradictory behavior required by these two roles. One needs to be accredited as a citizen arm assisting Comelec in its poll duties. However, one needs to be free from encumbrance (or embrace) of the Comelec if one wants to be a credible election watchdog.
The two roles are still important even in an automated election environment (maybe even more so) because of the immaturity of the Philippine political system where observance of the rules is often more of an exception than the norm. However, when the Comelec itself has doubtful credibility, it becomes more difficult to carry out these two roles simultaneously.
What is happening now is that PPCRV chose to emphasize its citizen arm role while NAMFREL–refused accreditation–chose to be a watchdog. We don’t know yet how this will fan out but it certainly spells the end of the dual arrangement.

Specifically, we are to conduct three-rounds of interview with an expert for our Policy-Delphi questionnaire.
